This time hopefully should work reliably, using make $(wildcard) function,
which in this case either expands to existing prj_$(BOARD).conf file, or to
an empty string for non-existing one.
This is to keep the top-level directory clean, to make it clear what is
core and what is a port, and to allow the repository to grow with new ports
in a sustainable way.
